State Update June 2024

The 2024 legislative session came to a chaotic conclusion following a week of late-night floor sessions, contentious debates, and start-stop negotiations. With time running out Democrats combined approximately 10 different bills into the omnibus tax conference committee report for a single omnibus bill. The proposal was brought to the floor of the House of Representatives with limited copies of the language available to members and the public.  The bill passed the on a party line vote, with minority members protesting the process and the bill having no discussion.

Included in the bill were the following omnibus proposals:

  •  Omnibus Transportation, Housing, and Labor Appropriations Bill (H.F. 5242);

  •  Omnibus Health Professional Licensure & Scope of Practice Bill (H.F. 4247);

  •  Omnibus Higher Education Appropriations Bill (H.F. 4024);

  • Increase in penalties for straw firearm purchases and a ban on binary triggers (H.F. 2609);

  •  Omnibus Energy and Agriculture Appropriations Bill (S.F. 4942);

  •  Omnibus Human Services Appropriations Bill (S.F. 5335);

  •  Omnibus Health and Human Services Appropriations Bill (S.F.4699);

  •  Paid Family & Medical Leave Modifications (H.F.5363); and,

  •  Omnibus Tax bill (H.F. 5247)

With the clock ticking to midnight, the Senate failed to pass the bonding bill by about 30 seconds, leaving no additional capital investment for the current biennium.

Provisions included in the final bill with impact to health centers are:

  • Changes to Dental Assistant licensure. This will allow our dental apprentices an opportunity to become licenced under the state of MN

  • Changes to Dental Scope of Practice so specialty dentists can practice in non specialty areas hopefully allowing additional services in clinic

  • State compact for dental hygienists- this will allow hiring for out of state hygienists in the compact area

  • Changes to Paid Family Leave so employers will have an additional 1% payroll tax

  • Changes to sick and safe time outlining employer liability for non compliance

  • Prohibition on drug manufacturers to limit 340B contract pharmacy access for covered entities

  • Prohibition on for profit entities to participate in PMAP starting in 2025 

  • Changes to 340B reporting to require physician administered drugs, and the option to report on administrative costs

  • Requirement for DHS to study how to submit an 1115 waiver for the social determinants of health.  

  • A grant to Native American Community Clinic to create a native american birthing center.

The MNACHC Board will meet in June to solidify the MNACHCs 2025 legislative platform. The Minnesota legislature will return on January 13, 2025
